Wine Country Community Plan

Thank you for your interest in the development of the Wine Country Community Plan. With the continued participation from stakeholders (including residents, vineyard and winery owners, equestrian enthusiasts, business owners etc.) this community plan will fully represent and address the community's unique features and needs. The goal of which is to build a community plan that will guide future land use development; preserving the area's rural estate and equestrian lifestyles, as well as fostering the wine industry. The development of the community plan will involve a review of the existing general plan policies for Citrus Vineyard and Valle de los Caballos Policy Areas as well as the corresponding Zoning designations, an infrastructure needs assessment and environmental assessment, continued community partnership, and funding sources identified. There will be more interactive opportunities for the community to participate in the planning process. Please check the calendar section of the website for event, date, location and time.

California Enviromental Quality Act (CEQA)

Pursuant to the provisions of CEQA Guidelines, the County of Riverside has conducted an Initial Study to act as a scoping tool and to confirm the need for an Environmental Impact Report (EIR). An EIR is currently being drafted to analyze the range of actions, alternatives, mitigation measures and potentially significant effects. Please check back for updates.

Technical Information

Three flow scenarios were developed to assess the capacity of the existing sewer system. Each scenario allows for an increase in wastewater flow generated from the Wine Country area over the preceding scenario, with the third representing complete build-out. For Flow Scenario 1, only Rancho California Road and Highway 79 sewers have capacity deficiencies, primarily located in the upstream smaller diameter sewers. By Flow Scenario 3 (build-out flows), Nicolas Road, Rancho California Road, and Highway 79 all have significant base flow capacity deficiencies.
